This question was fairly popular. Candidates were to write on what Paul taught on civic responsibilities. Many brought their own ideas outside the teaching of Paul. However, some pointed out reasons like payment of taxes, obeying laws ad regulations of the land, taking part in voting and census and this eventually fetched them good marks.
For the (a) part, they could have mentioned points like: Rulers apply Sanctions on wrong doers, resistance to authority means resisting God, for there is no authority in place expect from God.
