Question 7
Pillars of democracy: constitution, arms of government, political parties, free press, armed forces and civil societies.
Observation
This question was quite popular. The performance of majority of the candidates who attempted it was above average. Challenges observed were that candidates did not understand the meaning of free press and civil societies. More often than not, candidates mistook civil societies for civil service. The expected answer to the question was:
- Constitution: it is the fundamental laws, rules, regulations, and other related elements according to which democratic states are expected to be governed.
- Arms of Government: these are the totality of administrative bodies/organs/agencies which make, implement and adjudicate laws for the smooth operation of government in a democratic state, e.g Legislative, Executive and Judiciary.
- Political Parties: these are organized groups of people who share common ideas with the sole aim of contesting elections to gain/assume political power in a democratic state.
- Free Press: this refers to a situation or condition in which media organizations are allowed to perform their functions of informing, educating, entertaining people and scrutinizing government activities without undue censorship for the purpose of good governance in a democracy.
- Armed Forces: these are constitutionally established bodies empowered to protect/ defend the territorial integrity of a democratic state against internal insurrection and external aggression. They consist of Army, Air-force and Navy.
- Civil Societies: these are private non-profit organizations formed to promote collectively shared values, interests and objectives that are capable of enhancing the general welfare and development of democratic states.
