The question was popular among the candidates as many of them attempted it.Majority of the candidates that answered it performed very well because they were able to identify the six problems demanded by the question. Some of the following points identified by the candidates to score high marks included:
(i) bribery and corruption;
(ii) inadequate funding;
(iii) inadequate trained personnel;
(iv) political interference;
(v) embezzlement of funds; etc.
