(a)        What is separation of powers ?

(b)        State five reasons for the adoption of separation of powers in a country.

Observation

This was another popular question and was attempted by almost all the    candidates.   The performance of the candidates who answered it was good as they really understood its demands. However, some candidates did not do well in the (b) part so they scored low marks there. The candidates were expected to provide the following answers to the question:

  1. Separation of powers is a system whereby the three organs of  government are

made independent in terms of personnel and functions.

(b)        (i)         to prevent dictatorship and tyranny;
                        (ii)        to guarantee Fundamental Human Rights;
                         (iii)      to ensure clarity of functions among the organs of government;
                         (iv)      to ensure efficiency and orderliness in the administration of the state;

                        (v)        to eliminate friction in  state administration.
