This question is direct and straight forward. Majority of the candidates who answered it performed very well as they understood the demands of the question. The candidates were expected to give the following points as their answers.
- Setting standards by the state/central government
- Sanctioning unsatisfactory performance
- Accountability mechanism i.e. local complaints unit
- Effective communication/debate on local needs and projects
- Citizens participation in local governance
- Effective coordination, supervision and monitoring of local government projects by an oversight committee
