Observation

This was a question that was attempted by average of the candidates. The performance of the candidates who attempted it was poor as they failed to interpret the question very well.
The candidates were expected to provide the following answers to the question.

1. Differences in adjudication mechanism between modern and traditional courts i.e.,    different scope of jurisdiction and capacities
2. Problems with judicial management and internal administration
3. Relevant mechanisms and procedures for court cases e.g., filing, registration, disposing, preparation of court proceedings etc.
4. Professional, ethical and other accountability mechanisms/considerations
5. Corrupt law enforcement agencies
6. Prevalence of favouritism, nepotism and cronyism
7. Inadequate law courts
8. Inadequate legal officers
9. Issues of conflicts of interest
10. Corrupt judicial officers e.g., clerks, registrars, bailiffs etc.
11. Executive interference and manipulation of the court process
12. Budgetary control and insufficient resource allocation for administration
13. and training
14. Weak institutional protection for the operation of the judiciary
15. Lack of IT systems and use of the system
16. Inadequate infrastructure and equipment
