This was another unpopular question and the few candidates who
attempted it did not perform well. Some muddled it up with the features
of the 1953 Constitution. Summarily, the candidates’ performance here
was poor. The candidates were expected to explain the following points
in order to score high marks in this question:
(i) Council of Ministers was constituted and charged with the responsibility of executing policies.
(ii) Supremacy of the central legislature over regional legislature.
(iii) Increase in the membership of the central legislature.
(iv) It provided for a central legislature and executive council for the country.
(v) It provided for an executive made up of 18 members, etc.
