Many candidates  tried to avoid this question. The candidates that answered it could not state  or explained the requirement well. As a result of this, many of them scored  poor marks. The candidates were expected to provide the following as answers to  the question.
                    
                      - Economic inequality among member states;
- Inability to enforce its resolutions/sanctions;
- Divided loyalty resulting from the  membership of other international organizations;
- Ideological differences of member  states;
- Political instability of some member  states;
- Inability of some member states to carry  out their obligation e.g. payment of dues;
- Strict pursuance of national interest by  member states at the expense of the Commonwealth;
- Introduction of visas by Britain  discouraged free movement of people and technology;
- Inadequate funds for the execution of  projects;
- Free entry and exit of member states  from the organization.
