- anonymity;
- permanence.
(b) Highlight three functions of the Civil Service.

Observation
This was another popular question and many of the candidates who answered
it performed very well. They understood the demands of the question and scored good marks. However, those who scored low marks were giving wrong answers to the question in part (b). The candidates were expected to give the following points as their answers.
(a) (i) Anonymity – Civil Servants have undisclosed identity as they cannot be praised or blamed for the consequences of government policies.
(ii) Permanence – Civil Servants have continuity in office until they retire.

- It helps to promote continuity in government.
- It preparers the budget
- It generates revenue for the state
