                  This question was misinterpreted by  the few candidates who attempted it. 
                    They all concentrated on western  education.
                     
                    In part (a), the candidates were  expected to mention the following points: 
                    
                      - western education was developed through giving  of grants in-aid to schools, scholarships, etc;
 
                      - higher  education was later introduced;
 
                      - in  the field of health, government hospitals, dispensaries, health centres, etc,  were built;
 
                      - construction  of roads, railways and harbours, etc.                    
 
                     
                    In  part (b), they were expected to explain the following: 
                    
                      - forced  labour;
 
                      - exploitation  of economic resources;
 
                      - exclusion  of elite participation in Indirect Rule;
 
                      - building  of exclusive quarters (GRA) for Europeans.
