The candidate was required to write a letter to his sister who is studying overseas giving, at least, three reasons why he dislikes the new neighbourhood into which he and his parents moved recently. He was expected to understand the meaning of the word "neighbourhood" and then write about the physical and human environment of the new place. Many candidates failed to do that. Having confused "neighbourhood" with"house", they went on to discuss the absence of facilities in a new house.
