This question was fairly popular with candidates.  The very good candidates got the demand right and gave as many as six points to earn the maximummarks.   
Candidates’ overall performance could have been excellent in this question
but for the failure of many to expatiate their points.    
Candidates who scored high marks did not forget some of the following points:

• To provide essential services for the people at affordable prices e.g.       water, electricity, transportation, housing, etc;
• To prevent private individuals from getting involved in those services which may result in exploitation of the people;
• To provide the huge amount of capital involved which may never be afforded by individuals;
• To create employment opportunities for the people;
• To generate income for government, etc.
