Observation

This question was barely attempted by the candidates as most of them avoided it. Candidates’ performance to this question was below average. To those who scored low marks in both components, they could not provide detailed explanations to the features and importance of the rule of law. Expected points candidates were expected to give are;

1. Features of rule of law
   1. Supremacy of the law.
   2. Equality before the law.
   3. Absence of arbitrary rule/law or arbitrariness in the application of the law.
   4. Fundamental human rights.

 

2. Importance of rule of law
   1. Supremacy of the constitution.
   2. Ensures press freedom.
   3. Guarantees peace and unity in the society.
   4. It promotes democratic practices.
   5. Allows for equality of all citizens.
   6. Gives room for appeal.
   7. It protects citizens against arbitrary rule/unlawful detention.
   8. It guarantees fundamental human rights.
   9. It ensures orderliness in the society.
   10. It promotes transparency and accountability in government.
