This question was barely attempted by the candidates as most of them avoided it. Candidates’ performance to this question was below average. To those who scored low marks in both components, they could not provide detailed explanations to the features and importance of the rule of law. Expected points candidates were expected to give are;

- Equality before the law.
- Absence of arbitrary rule/law or arbitrariness in the application of the law.
- Fundamental human rights.

- Supremacy of the constitution.
- Ensures press freedom.
