Observation
Candidates’ performance in this question was poor. Majority of the candidates avoided this question and those who attempted it lacked mastery of this topic. However, those who were prepared maxed out the total points obtainable as they showed they were experts in the knowledge of the subject matter and how representative democracy can aid a progressive society. On average, the performances of candidates were below average.

A. Definition of representative democracy
Representative democracy is a form of government in which eligible citizens elect their leaders through free, fair, periodic and credible elections to govern them in accordance with the constitution of the state.
B. Attributes of representative democracy
- Independence of the judiciary.
- Existence of universal adult suffrage.
- Existence of majority rule.
- Guaranty and protection of minority rights.
- Supremacy of the constitution/rule of law.
- Respect for fundamental human rights/civil liberty.
- Existence and recognition of vibrant opposition.
- Existence of press freedom.
- Existence of separation of powers in the composition and functions of organs of government.
- Existence of checks and balances in the operation of the three major organs of government.
- Popular sovereignty.
