Although, this was a familiar and popular question, the candidates wrote the functions of local governments without presenting their points as importance. Candidates who fell victim of this lost substantial marks.
However, some good candidates scored high marks in the question because they understood the demands of the question and presented their answers logically. The overall candidates' performance in the question was a bit above average.
In order to score good marks in this question, candidates were expected to state some of the following points.
-local government helps in educating people at the grassroots;
-helps to preserve the traditional institutions of the people;
-allays the fear of insecurity and ethnic domination;
-creates jobs opportunities;
-serves as link between the people and the central/state government, etc.
