The question was straightforward and popular. Most candidates answered the two parts correctly and they scored good marks. There was no identifiable difficulty in the candidates' response to the question. The overall candidates' performance in the question was well above average.
Candidates did not forget some of the following merits of Littleton constitution:
-it introduced true federalism;
-it removed the Governor General and the lieutenant Governors from membership of the Legislative Councils;
-it regionalized the civil service and the judiciary;
-it reduced official representatives in the Legislative Council, etc.
Also, the following demerits were identified:
- failed to create the office of the Prime Minister at the centre;
- failed to provide for second chamber at the federal level and Eastern region;
- Nigerian Supreme court had no power to entertain appellate cases, etc.
