This was not a popular question and many of the candidates who answered
it performed very poorly. They did not understand the question and therefore found it difficult to provide the right answer to the question. The candidates were expected to give the following points as their answers.
(i) appointment of civil servants should be made strictly through examinations and interviews;
- guarantee tenure of office for Civil Servants;
- the Public/Civil Service Commission should apply rules relating to the transfers, promotions and discipline of civil servants;
- Civil servants should be conversant and adhere to the General Orders and Code of Conduct which forbid being partisan;
(v) Patronage and sponsorship of civil servant by politicians should be made illegal.
