_____________________________________________________________________________________________________ |

This was a straight forward and very popular question. However, many of the candidates dwelt on Lugard, why Indirect Rule was introduced and its origin. Those who managed to stumble on the points could not expatiate them and hence scored low marks. The candidates were expected to outline the following points:
- There was the Native authority which was presided over by the traditional rulers. The British Colonial Officers issued orders to the Colonial subjects through the native authority:
- The Native Courts were also used. Local laws were administered. In the North, there existed the Alkali courts.
- Provincial Courts were set up in some areas; such courts referred cases to the superior court;
- Native Treasuries were also established to assess, and collect levies and taxes from subjects through traditional rulers or chiefs;
- in the North, the Native Right Ordinance was introduced. This brought land under the control and administration of the governor;
- The educated elite were entirely excluded from the indirect rule system, etc.
