The question was popular with the  candidates but poorly answered by them.   Majority of those that attempted it failed to explain enough points in  detail to score very high marks.
                    Few   other candidates completely missed the   requirements of the question.   Instead, they wrote on the features of parliamentary system of  government which  led to loss of marks.
                    The overall performance in the question was  a little below average.  Some of the  points candidates failed to identify included:
                    -    nominates ministers  from  parliament and allocates portfolios to them;
                      -   reshuffles  cabinet;
                      -    dismisses ministers when the need arises;
                      -    conducts international relations;
                      -    presides over cabinet meetings, etc.
