Candidates’ performance in this question was poor. Majority of the candidates avoided this question and those who attempted it lacked mastery of this topic. However, those who were prepared maxed out the total points obtainable as they showed they were experts in the knowledge of the subject matter. Points candidates were to take note of include;

7. They make bye-laws for governance at local level.


8. It enhances the preservation of local identity/culture in culturally diversified society.


9. It promotes unity in diversity.


10. It creates employment opportunities at local level.
