The question appeared to be very unpopular with the candidates as majority of them avoided it. The very few that attempted it scored very low marks due to their shallow knowledge of the requirement of the question. Some of these few candidates that attempted it concentrated on the demerits of the colonial administration, which led to loss of marks. In order to score good marks in the question, the following points were expected:
- appointed and disciplined public servants in the colony;
- formulated policies for the colony;
- presided over legislative and executive councils’ meetings;
