This was a popular question and was attempted by few of the candidates. The performance of the few candidates who attempted it was not impressive enough as they misunderstood the question. The candidates were expected to provide the following answers to the question.

- Vibrant pressure/interest groups
- Public opinion/pressure from the citizens
