This was another very unpopular question. The performance was very bad. The few who dabbled into the question derailed by talking about the government of Tafawa Balewa and so on. Only a few lucky ones managed to stumble into one or two points. The candidates were expected to give the following points:
(a)  (i) formulation and execution of policies;
(ii) appointment, discipline and dismissal of public servants.
(iii) allocation of lands where required;
(iv) exercise of royal Prerogative of Mercy;
(v) presided over the Executive and Legislative Councils;
(vi) signing of ordinances;
(vii) reporting to the Secretary of State for the Colonies;
(viii) coordination of all the activities of the government;
(ix)  maintenance of law and order;
(x)  recognition of paramount chiefs.

(b) (i) the central government laid a foundation of a clear system and structure of administration in Nigeria;
(ii)  it developed some major cities in the country, e.g. Lagos, Calabar, Kaduna;
(iii) establishment of schools and colleges;
(iv) the central government constructed roads, railways, ports and harbors in various parts of the country;
(v)  social amenities were encouraged by the central government e.g. hospitals, dispensaries, etc, were established;
(vi) employment opportunities were created by central government. Nigerians were employed as cooks,clerks, interpreters, etc.
(vii) encouraged cultivation of cash crops;
(viii) development of postal and telegraphic services;
(ix) laid the foundation for modern democracy;
(x)  mining of minerals.
