The expected responses to the question include:

6(a)Reasons for setting up the Lake Chad Basin Commission

i. To enhance the development of irrigation system for agricultural purpose.

ii. To re-afforestate the border areas to check the advancement of the Sahara desert.

iii. To construct and ensure adequate maintenance of wells, boreholes and dams.

iv. To enhance the agricultural potentials of the Lake Chad.

v. To bring under control the pollution of the lake.

vi. To undertake scheme to control erosion and flood of the border areas.

vii. To ensure economic co-operation and development among its members./ Settlement of disputes.


6(b)Factors hindering the achievement of ECOWAS objectives

i. The use of different local currencies by member states affects the free flow of goods and services.

ii. In the recent past, political instability has been a major problem of states within the region.

iii. Some member states still maintain close relationships with their colonial masters which weakens the unity of Ecowas.

iv. The smaller states fear being dominated and are being suspicious of bigger states because of uneven development in the region.

v. Some of the states delay forwarding their quotas to the common fund which affects the execution of common projects.

vi. At times, some members are reluctant to implement the decisions taken at the forum as they are not binding on them.

vii. Absence of infrastructural facilities linking member states has hindered the achievement of ECOWAS objectives.

viii.Constant changes in policies and ideologies in member states adversely affect the Ecowas objectives.
