(a) Describe the principle of the Rule of law.          

(b) How can it be ensured in a state?

Observation

    This was a popular and straightforward question. Majority of the good candidates that attempted this question scored very good marks. Those who were able to expatiate their points were also handsomely rewarded.
   However, some of the weak candidates that attempted the question were confused. They interpreted rule of law as Fundamental Human Rights. Instead of defining rule of law as the principle and procedures necessary for the protection of individual from arbitrary government, many of them did otherwise and to extensively on Human Rights. This shortcoming dwindled the overall performance in the question to average.
     Most candidates who scored high marks in the question did not fail to identify some of the following ways of ensuring Rule of Law:

  1. entrenchment of Rights in the constitution;
  2. Independent judiciary;    

- Democratic political system
- Literate population, to know their rights;
- Trial must be open, etc.
