Identify any five measures that can be put in place to make the Civil Service non-partisan.

Observation

This was another popular question and many of the candidates who answered
it did not performed very well. They misinterpreted the question and gave wrong answers resulting in low marks. The candidates were expected to give the following points as their answers.

 

  1. Appointment should strictly be based on performance in examinations nd interviews.
  2. Permanence of appointment/Security of office.
  3. The civil service commission should strictly apply rules relating to transfers, promotions and dismissals of civil servants.
  4. Civil servants should be conversant and adhere to the general orders and code of conduct.
  5. Patronage and sponsorship of civil servants for partisan politics by politicians should be discouraged.
  6. Civil servants who wish to engage in partisan politics must be compelled to resign.
  7. Periodic civic education. The civil servants must be educated on the implications and dangers of their involvement in partisan politics.
  8. Improved conditions of service.
