Observation

The question was not popular. The weakness of this question is attributed to the fact that candidates were mistaking the concept of public service to mean civil societies. They failed to realize that civil servants are also closely related to public servants and they were taking civil societies to mean public service. In some other instances, they were discussing more on the politicians rather than the public service as a sector or parastatal of government established to cater for the public at large. The candidates were expected to provide the following answers to the question:

2. Executive class/cadre
3. Professional or technical class/cadre
4. Clerical class/cadre
5. Auxiliary/ manipulative class/cadre

REASONS FOR THE INEFFECTIVENESS AND INEFFICIENCY OF PUBLIC SERVANTS IN NIGERIA

1. Bribery and corruption
2. Poor/Negative attitude to work
3. Political interference/Politicization of public service
4. Red-tapism/Bureaucratic bottleneck
5. Over-staffing/redundancy
6. Poor condition of service
7. Nepotism/tribalism/favouritism
8. Inconsistency of government policies
9. Frequent change in government/political instability
10. Inadequate/insufficient/deteriorating state of infrastructure
