Observation

The candidate is required to write a letter to the chairman of his/her local government council requesting the provision of at least three public amenities in his/her area and pointing out why they are needed.  Majority of the candidates treated this question as an official letter which is commendable. Most made use of well-developed paragraphs and formal language. However, some candidates were beating about the bush, so they performed poorly.
