This question was very straightforward but very unpopular with candidates. Majority of the few that attempted it did not get it straight because they wrote irrelevant points which wasted their time and eroded them of substantial
marks. Another shortcoming of some weak candidates in their attempt to
answer this question was that they listed the later demands of Nationalists
such as attainment of independence. These inadequacies resulted in poor
candidates’ performance in the question. Some of the answers expected
from candidates included:
Introduction of an elective principle which would allow at least the election of 50% of the members of each Legislative Council;
A House of Assembly (Legislative Council) for British West Africa consisting of the members of the Legislative Council in each colony with control over revenue and expenditure;
African majority in the Municipal Councils;
Africans should be appointed Judges and Magistrates;
Africanization of the civil service on the basis of merit;
appointment and removal of chiefs should be controlled by African
king makers, etc.
