The question was fairly popular among the candidates. Majority of the
candidates that attempted it scored above average. They gave relevant
points and they developed the points appropriately.
However, a few weak candidates deviated from the demands of the
question and wrote on the historical developments that led to the adoption of
the Constitution. This denied them the opportunity of scoring high marks.
The good candidates that scored high marks did not leave out some of the
following critism:
Nigerians were not consulted before its formal presentation to the Legislative Council;
- Provision for unofficial majority most of whom were not elected;
- Direct election was limited to Lagos and Calabar;
- Limited number of Africans in the Executive Council;
- Regional Assemblies had no constitutional powers;
- It did not establish any House of Chiefs for the Western and Eastern Nigeria, etc.
