(a) Outline three features of Nigeria’s foreign policy.
(b) Describe two ways by which Nigeria’s foreign policy was formulated.
Observation
This was a popular question and many of the candidates who answered the question performed fairly above average. They understand the demands of the question and scored good marks. However, some candidate performed poorly in the (b) part by listing their answers. The candidates were expected to write the following points in order to score high marks:
(a)(i) The pursuit and protection of National interest.
(ii)The defense of Nigeria’s sovereignty and territorial integrity.
(iii)Africa as the center piece of the foreign policy.
(iv)Promotion of world peace and security.
(v)Application of intelligence and tact in the conduct of relations with other independent states.
(vi)Non-alignment with any of the powerful nations.
(vii)Promotion of democratic governance in Africa i.e. suppression of coup d’état in Sierra Leone, Guinea Bissau, Sao Tome and Principe and The Gambia.
(viii)Eradication of colonialism from the African continent.
(ix)Non-interference in the internal affairs of other states.
(x)Respect for the sovereign equality of all nations.
(xi)Offering of foreign aids to other nations.
(b)(i) The formulation of Nigeria’s foreign policy is the work of president.
(ii) The ministry of external affairs also advises the president on foreign policy matters.
(iii) The Nigerian mission abroad i.e. Embassies, High Commissions and Diplomats.
(iv) Experts from academic institutions e.g. universities and Nigeria Institute of International Affairs (NIIA).
(v) Public opinion, pressure groups and political parties.
(vi) National Assembly i.e. House of Representatives and Senate.
(vii) The media.
