question 5

(a)       What is a manifesto?

(b)       Outline five factors that determine the electoral success of a political party.

_____________________________________________________________________________________________________
Observation

The question was fairly popular with the candidates.  Majority of those that attempted it knew the requirements of the (a) part.   They defined manifesto as a document that outlines the electoral promises or programmes of a political party which it intends to fulfill when elected into office.

However, the (b) part of the question was problematic for the candidates.  Majority of them  managed to stumble on few points which were not well developed enough to score very high marks.  The overall candidates’ performance in the question was a little below average.  In order to score very high marks in the (b) part, candidates were expected to outline some of the following factors:

-           broad based membership;
-           financial capacity of the party;
-           massive sensitization and education of the electorate by the party;
-           very strong party discipline;
-           well-organized party structures;
-           well established and organized auxiliary bodies within the party such as the Youth and Women’s wings, etc.
