(a)        What is a unitary state?

                           (b)        Highlight four factors that determine the creation of a unitary state.

Observation

This was not a popular question.  However, some candidates’ performance in part ‘b’ was poor. Instead of identifying factors that determine the creation of a unitary state, they were only listing their points and this deprived them some marks. Nevertheless, the candidates manage to perform well in this question because they were able to explain the following points:

(a)        A state in which total government power is concentrated in a single authority located at the centre.

(b)        (i)         The small geographical size of the country.
(ii)        Small population size of the country.
(iii)       Common historical background of the people.
(iv)       Homogenous population.
(v)        The desire of the people/leadership at the time of the creation of state.
(vi)       Limited natural and human resources.

                        (vii)      The need for national unity and cohesion.
