Highlight five reasons for the non-involvement of civil servants in partisan politics.

 

Observation

 

This was an unpopular question and the candidates’ performance was below average. The candidates failed to understand the demand of the question and score low marks.  The candidates were expected to write the following points as answers to the question.

 


  1. As principal advisors to government on policy formulation, implementation and analysis, there is the need for objectivity.

  2. As custodians of state secrets, there is the need to prevent leakage of classified information.

  3.    To win the confidence of both the government and the people, civil servants  should be excluded from partisan politics.

  4.    Non-partisanship promotes stability in governance.

  5.    To ensure continuity of state policies and programmes

  6.    To ensure full concentration, thereby promoting effectiveness and efficiency in the performance of their duties.

  7.    To assure total loyalty and allegiance to every government in power.

  8.    To guard against favoritism and partiality in the performance of their duties.

  9.   To guarantee security of tenure.

  10.   To ensure the retention of experts, experienced and efficient personnel in the civil service to serve any party in power.

  11.   To prevent victimization and harassment of  civil servants who are not loyal to government in power. 

  12.   It establishes and maintains cordial relationship between the career civil servants and the political heads.
