This was another popular question and many of the candidates who answered
it did not performed very well. They misinterpreted the question and gave wrong answers resulting in low marks. The candidates were expected to give the following points as their answers.

1. It promotes unity in diversity.


2. It guarantees a greater degree of autonomy to the component units.


3. It allows the component units to develop at their own pace.


4. It enables the pooling together of both human and material resources for the development of the federation.


5. It prevents the emergence of dictatorship.


6. It encourages healthy competition among the component units.


7. It brings government nearer to the people.


8. It gives adequate protection to the minority.


9. It encourages local participation in politics.


10. As a result of duplication of institutions, it creates job opportunities.


11. It encourages even, rapid socio-economic development among the various constituent units.


12. It ensures formidable defence against internal and external attacks.


13. The adoption of rigid and written constitution guides against arbitrariness in governance.


14. It allows for experimentation of projects and policies at different levels before adoption at the center.
