Observation

This was a popular question and well attempted by most of the candidates. The performance of the candidates who answered it was good as they really understood its demands. However, those who failed gave skimpy answers. The candidates were expected to give the following points as answers to the question.

1. Granting of citizenship to all Africans with equal rights.


2.  All the repressive aspects of assimilation, the Indigénat, corvee’ and  prestation were abolished.


3. The African culture, value system and institutions were restored.


4. The chiefs as natural leaders of the people were recognized.


5. The policy decentralized the administration of each territory.


6. Each territorial unit established its own civil service.


7. The policy allowed each territory to develop according to its own capability.


8. It granted universal adult suffrage to all Africans in French West Africa.


9. Africans were given the right to form political parties.


10. The policy allowed Africans to organize trade unions.


11. The policy abolished the distinction between citizens and subjects
