Observation

This was another popular question and the candidates’ performance was average. They really had a good idea of the question. However, a few candidates performed poorly in the part (b) and (c). The candidates were expected to write the following points as answers to the question:

(a)        It is a form of government headed by an individual who may be a king, queen                                or emperor.

(b)       

(i)        Constitutional monarch is a form in which the head of state who is                                      either a king, queen or emperor has their powers regulated by the                                        constitution. The monarch promulgates only those laws which are                                               agreed upon by the elected parliament.
(ii)        Absolute monarch: This is a form in which there is no established   constitutional authority to regulate either king, queen or emperor’s            power. The monarch rules as both the Head of State and Head of Government.

(c)      

(i)         There is unity and orderliness in a monarchical government because                                                the supreme power is vested in a single authority.
(ii)        Monarchy helps to harmonize different interest groups.
(iii)       Quick decisions can be taken to deal with emergency situations under a                                           monarchical form of government.
(iv)       The monarch preserves the customs and traditions of the people.
(v)        The subjects willingly obey the monarch because that has been part                                                 and parcel of their customs and traditions.
(vi)       It ensures stability in both succession and government.
(vii)       It is less expensive to operate.
