(a)        Define the Electoral Management Body.
(b)        In what four ways can inadequate funding affect the effective performance of the Electoral Management Body?

Observation

This was an unpopular question. The performance of candidates that attempted the question was poor. Many of the candidates scored low marks in (b) because of skimpy answers. However, candidates are to provide the following points in order to score good marks:

(a)        It is an independent body established by the constitution to conduct free and fair elections in a state.

(b)        (i Inability to revise the voters’ register regularly.
(ii)        Inability to provide adequate logistics necessary for the conduct of elections.
(iii)       Inadequate training of both permanent and ad-hoc staff.
(iv)       Inability to pay attractive remuneration to the electoral staff.
(v)        Inability to recruit and retain competent staff.
(vi)       Inability to provide adequate security before, during and after                                             elections.
(vii)      Inability to educate, enlighten and give political awareness to the                                                    electorate.
(viii)     Inability to demarcate constituencies to reflect rising population.
(ix)       Inability to effectively supervise the conduct of elections.
