Question 4

(a) Define youth empowerment.

(b) List three youth empowerment schemes.

(c) State three efforts of government towards youth empowerment.

Observation

This was another popular question. The performance of most candidates who answered it was good as they really understand its demands. They were able to use the activities happening in the society today to answer the question. In parts (a) and (c), candidates showed mastery in these areas except in part (b) where candidates were stating the kinds of vocational skills and economic activities youths could engage in like tailoring, baking, catering, etc., In the part (c), the flaws detected was that, some candidates approached the question by recommending what government should do for the youths to empower them which fell short of the requirement of the questions. To those candidates who deviated, expected answers are:

 

(a) Youth Empowerment: A development programme aimed at creating opportunities that will encourage and develop the youths to be morally responsible, self-reliant and financially productive citizens.

(c) i. Establishment of different agencies, ministries and parastatals for youth empowerment.

ii. Incorporation of Youth Empowerment programmes/activities into school curriculum at all levels with a view of making the youth self- reliant.

iii. Awakening initiatives on youth empowerment through seminars, workshops, symposia, lectures, etc.

iv. Provision of soft loan for youths for the establishment of Small and Medium Scale Enterprises (SMES) or industries.

v. Provision of incentives to make agriculture attractive to the youths, e.g. subsidies on agricultural imputs.

vi. Collaboration of government with non-governmental organizations and other advocacy groups on youth empowerment.

vii. Establishment of vocational schools.

viii. Capacity building on entrepreneurial/vocational skills for youth empowerment.

ix. Provision of automatic employment for graduates of Vocational/Entrepreneurial Programmes.

x. Provision of free start-up capital/equipment to youths involved in empowerment skills/programmes schemes e.g SURE-P, State based youth empowerment schemes.

xi. Provision of free education and scholarship to deserving youths
