(A) Reasons why public service is important for the effective function of government
(B) Ways which the public/civil service commission contributes to the effective operation of public service in Nigeria.

Observation

The question  was unpopular. The candidates that attempted it showed lack of understanding of the demands of the question. The part A demanded for candidates to give functions of the public service but candidates ended up writing about the features of public/civil service. What candidates are expected to write are outlined as follows.

 

(A)

  1. Assists in formulation of policies/programmes of government.
  2. Assists the government to mobilize/collect revenue/funds through taxes/rates/levies.
  3. Collects and supply vital information/data on government activities and programmes.
  4. Keeps records of government properties and transactions.
  5. Advices the political heads of government institutions such as President, Governors, Ministers, Commissioners, etc, on policy making and implementation.
  6. Implements policies and programmes of government.
  7. Ensures continuity/smooth transition of power from one political regime to another.
  8. Enlightens the public on government policies and programmes.
  9. Carries out delegated legislative functions on behalf of government.
  10. Provides job opportunities/employment for citizens.

(B)

  1. Recruitment of officials into positions in Public Service e.g. Clerks, Messengers.
  2. Posting/deployment of Public Servants to the appropriate ministries/departments.
  3. Discipline of erring public servants through query, warning, suspension, dismissal, etc.
  4. Promotion of Public Servants.
  5. Training of Public Servants for enhanced performance.
  6. Investigation of unfair/wrongful treatment of Public Servants.
  7. Providing guidelines on appointment, promotion and discipline in the Public Service/Condition of service.
  8. Ratification of appointments and promotions into public service positions.
  9. Conducting appointment and promotion interviews and examinations for public service.
