This was a very popular question with the candidates.It was a straight forward question which centred on the subject matter.  The overall candidates’ performance in the question was average. Majority of those that attempted this question got the requirements right and they were rewarded with good marks.However, a few weak candidates merely listed their points without going further to explain them.This led to a considerable loss of marks.  Some of the points candidates were expected to state included:

• defence and security;
• maintenance of law and order;
• maintenance of security;
• settlement of disputes;
• social welfare;
• law making, etc.
