  1. State two problems confronting Nigerian federalism.

  2. Highlight three features of Nigerian Federalism.

Observation

This question was unpopular among the candidates. Many candidates try to avoid the question and those that attempted it performed below average. They failed to answer it well because they did not understand the demands of the question and scored low marks. Nevertheless, the candidates were expected to explain the following points in order to earn good marks:

 



    1. Problem of acceptable revenue allocation formula.

    2. Over concentration of powers at the centre.

    3. Ethnicity and tribalism.

    4. Fear of the majority domination.

    5. Threat to national unity/domination.

    6. Threat of secession.

    7. The problem of power rotation/Problem of power sharing.

    8. Improper application of federal character principle.

    9. Mutual mistrust /suspicion among the various ethnic groups.

    10. Unresolved census crises.

    11. Unhealthy rivalry for power among the geo-political zones.

    12. Duplication of offices, agencies and commissions at the state and federal level makes Nigerian federalism expensive.


    1. It provided for a Bicameral legislature made up of the Senate and House of Representatives.

    2. Existence of a written and rigid constitution.

    3. Supremacy of the Constitution.

    4. Unicameral Legislature at the centre and Unicameral Legislature at the component units.

    5. Existence of a Supreme Court.

    6. Centralized Police Force.

    7. The adoption of the federal character principle.

    8. Decentralization of public and judicial services.

    9. Provision for multi party system.
