Candidates generally avoided this question.  A probable reason for this could be that         they  were not familiar with the necessary facts to answer the question.

Candidates needed to provide the following answers to score high marks.

1. political instability;
2. poor economic status;
3. low level of technology;
4. neo – colonialism in West Africa;
5. membership of many international organizations;
6. military alliance entered into with powerful nations by some West African nations;
7. can affect their foreign policy objectives;
8. lack of commitment on the part of some West African leaders;
9. geographical location of some West African countries could affect their foreign policy objectives e.g. land locked countries.
