This was a very popular question and some of the candidates who attempted it performed satisfactorily. They were able to list the problems of local governments in West Africa properly. However, some candidates deprived themselves good marks by not explaining each of the listed points.
The candidates were expected to explain the following points:
- Inadequate funding;
- Mismanagement of resources/funds;
- Bribery and Corruption;
- Shortage of trained manpower;
- Tribalism and nepotism.
