This was a popular  question and was attempted by most candidates.  The performance of the candidates who answered  it was good as they really understood its demands. However, some candidates did  not do well in the (b) part and they scored low marks it. The candidates were  expected to provide the following answers to the question:
                                  (a)        (i)         The  amendment provisions are flexible;
                          (ii)        Other authorities derive their powers  from the central government; 
                          (iii)       It concentrates governmental powers in a  single central government 
                                      or  legislature;
                          (iv)       States and local governments are made  subordinate to the central 
                                      government  by the constitution.
                                  (b)        (i)         If  the size of the country is small;
                          (ii)        When there is common language and  culture in the country;
                          (iii)       Absence or minimal ethnic and tribal  differences among the
                                      people  in the country;
                          (iv)       Absence of serious fear of domination;
                          (v)        Shortage of human and material  resources;
                          (vi)       If the population of the country is  small;
                          (vii)      If there are no marked differences in the  historical origin of the 
                                      people  to make up the country;
                          (viii)     Absence of marked economic inequality among  the people in the 
                                      Country;
                          (ix)       Desire to achieve uniform development;
                          (x)        Common colonial/historical experience;
                          (xi)       Simple and cheap to operate;
                                              (xii)      Effect or influence of successful unitary  constitutions in other    countries
