  2. Highlight four objectives of separation of power.

Observation

This was another popular question and many of the candidates who answered it did not perform very well. They misinterpreted the (b) part of the question and gave wrong answers resulting in low marks. The candidates were expected to give the following points as their answers.

 

(a)
  1. Management of foreign relations.
  2. Defence and security of the state.
  3. Maintenance of law and order.
  4. Administration of justice.
  5. Protection of the rights and liberties of the citizens.
  6. Provision of public goods and services.
  7. Promotion of economic growth and development.
  8. Operation of social welfare programs eg. health, education etc.
  9. Formulation and implementation of policies.
  10. Provision for and regulation of the conduct of periodic elections s.
  11. Enactment of laws.
  12. Provision of employment opportunities.
  13. Raising and spending of funds.
  14. Promotion of national integration.

(b)
  1. To prevent abuse of power.
  2. To ensure effective coordination of governmental activities.
  3. To provide for checks and balances
  4. Division of responsibilities into distinct branches.
  5. Efficiency in governance
  6. To clarify the specific functions of each arm of government.
  7. To promote specialization in governance/ independence of the organs.
  8. To guarantee fundamental human rights.
  9. To ensure the prevalence of the Rule of Law.
  10. To ensure and locate accountability in governance.
